Project Taurus source gaps into formal appeal claims. It does not, by itself,
prove that the City accepted the appeal, found it sufficient, docketed it, set a

binaries have different hashes.

appellant allegations, independently authenticate every embedded exhibit, or
make private contact details suitable for publication.
The public packet is also a mixed appellate record, not a self-proving snapshot
of the June 10 administrative record. It includes a June 15 Colorado
Geological Survey response and a Rapid Response Certificate dated July 13.
The July 13 certificate's "hereby designated" wording is chronologically
unresolved against the June 15 Administrative Decision Analysis Memo's
statement that the applicant had already "sought and received" a certificate.
Neither document date establishes when the underlying designation took effect,
what consultation or draft records existed before approval, or a procedural
violation.
