The strongest Project Taurus source cluster is the Colorado Springs Accela DEPN-26-0039 planning record and its attachments. The official record supports a concrete land-use description: an administratively approved development-plan modification for reuse of an existing industrial/data-center site at 1565 HIGH TECH WAY, with new chiller and generator yards, sound walls, and follow-on approval conditions.
The cluster does not settle the entire public debate. It supports some claims directly, records some claims only as applicant statements, and leaves utility, water, air-permit, monitoring, development-agreement, City-native appeal-file, and final appeal-outcome records open.
The source package preserves the public Accela case page, eight attachment-list pages, 39 visible attachment rows from the June 14 extraction, 38 PDF text sidecars, one non-PDF binary attachment, and related public web captures. A later June 22 evening source-window check parsed 40 currently visible Accela attachment rows; the additional visible row was AdministrativeDecisionAnalysisMemo_ProjectTaurus_Final_6.15.2026.pdf, not an appeal-titled filing. A June 17 capture added a FOX21-hosted copy of the City Planning Department's June 15, 2026 Administrative Decision Analysis memo. The June 22 evening Accela attachment-list capture now improves custody by showing that same memo title as a visible Accela attachment dated 06/15/2026. A June 22 pre-deadline source-state check preserves the current Accela case page, the city appeal-form route, city-search no-result pages for exact Project Taurus / DEPN-26-0039 queries, and empty Legistar API exact-title filters. Because the check occurred around 12:05 p.m. MDT, before the KOAA-reported 5 p.m. appeal-request deadline, it did not resolve appeal status at that time.
June 22 evening source-state checks after the reported deadline found Accela still showing Approved; city search routes returning no results for tested Project Taurus, DEPN-26-0039, appeal, and High Tech Way queries; and tested Legistar routes not surfacing a Project Taurus appeal. The later 8:35 p.m. MDT source-window check also captured all eight visible Accela attachment-list pages. These checks do not prove no appeal was filed or accepted, because immediate publication through Accela, City search, or Legistar is not guaranteed.
A June 23 KRDO article later reported that the City confirmed five Project Taurus appeal applications met filing requirements and would move forward. A July 2 City Planning Commission final agenda now directly identifies the related appeal records as APPL-26-0003 through APPL-26-0007 and lists a quasi-judicial special appeal hearing for July 23. This resolves the prior public docket-visibility gap, but not the contents, merits, standing analysis, vote, or outcome of the appeals.

Raeden says the cooling system is closed-loop, requires an initial 200,000-gallon fill, and then uses only staff/office water in the range of 200-400 gallons per day. That is materially different from generic evaporative-cooling narratives. But the record still needs final water-service, construction-drawing, meter, billing, leak/refill, and operating records before the claim becomes independently verified.
The noise record is more developed. DLAA modeled several operating scenarios and predicted approximately 41 dBA in normal operation, generator testing, and emergency-equilibrium scenarios, with 38 dBA in cooler nighttime free-cooling. HEI's independent memo predicted 39-43 dBA at points inside the nearest residential properties and found close agreement with DLAA. That supports the modeled range, not a guarantee of inaudibility or zero impact.
The generator record is concrete but incomplete. The project file supports 30 enclosed diesel backup generators and proposed limits around emergency use and testing. It does not yet include the state air permits, emissions modeling, fuel-system permits, runtime logs, or enforcement records needed for final emissions and runtime claims.

The decisive missing records are CSU project-specific service/cost records, water account and construction-drawing records, state generator/air-quality permits, the final sound monitoring plan, the executed development agreement, and the appeal applications/exhibits, staff packet, hearing record, vote, and written decision. The July 2 agenda resolves the docket and hearing-date layer, but does not resolve appeal merits or outcome.
The June 16 City/CSU guardrails summary adds public process and utility-framework sources, but those sources do not replace Project Taurus-specific service agreements, water records, construction drawings, or operating records.
