The turning point in the source record is June 10-11, 2026, when the project moves from proposed/debated to administratively approved with explicit follow-on conditions.
The public-evidence turning point is the Accela attachment extraction. It changes the issue from a generic "data centers" debate into a project-specific ledger: closed-loop water claims are applicant-attributed; noise modeling has independent validation but still needs post-construction records; generator count is direct evidence but emissions/runtimes need state permit records; utility-cost protection remains applicant-attributed until CSU records are captured.

The July 2 agenda resolves the native docket and hearing-date layer but not appeal merits or outcome.
