This source cluster adds a public process layer to the existing Project Taurus Accela record. It explains what the June 2026 approval did and did not do; what public CSU utility documents say about large loads, water studies, customer-cost protection, and Economic Development Special Contracts; and where future cooling, water, or utility changes would likely need additional official review.
The key source discipline is simple: the public record supports a development-plan modification and a set of follow-on conditions. KRDO now reports City confirmation that five appeal applications met filing requirements and will move forward, but City-native appeal applications, sufficiency records, hearing materials, and outcome are still missing from the repo. The record does not yet support final claims about actual operating water use, final utility cost allocation, state generator permits, final noise monitoring, appeal merits, or appeal outcome.

It says development must conform to the approved development-plan modification; site grading and architecture must substantially comply with approved materials; CSU water/wastewater and meter details must be addressed at construction drawing submittal; landscaping/irrigation plans remain sufficient unless significant changes occur before certificate of occupancy; financial assurances are due at building permit issuance; a development agreement is due by July 16, 2026; and changes to approved site or building design require an amended Development Plan for City Planning review and approval.
The UDC rules reinforce the same distinction. A development plan evaluates land use, site design, adjacent impacts, utilities, transportation, public facilities, and related standards. But it is not construction drawings and does not waive engineering criteria. Later substantial changes must fit the modification process rather than be treated as automatically approved.
The current Project Taurus water numbers are mostly applicant-attributed. Raeden says the cooling system is closed-loop, requires a one-time 200,000-gallon fill, uses zero daily replacement water for cooling, and expects 200-400 gallons per day for staff/office use. The approval file and project statement independently support air-cooled chillers, water/wastewater construction-drawing conditions, and meter/main relocation issues. They do not independently verify actual future water consumption.
The public CSU water documents add system context, not project-specific proof. CSU says it plans for growth, uses Reliably Met Demand planning, and requires water studies for large water-use customers. CSU rules define large-load utility review thresholds, including 0.25 million gallons per day for water and wastewater. Those thresholds are far above Raeden's applicant-attributed 200-400 gallons/day office-use estimate, but they matter if a future design or operation materially changes water or wastewater demand.
CSU public large-load materials support a clear public framework: customers over 10 MW are in the Industrial Service - Large Load lane; customers must execute a Large Load Service Agreement; the initial term must be at least 10 years; collateral can equal the highest 36 months of estimated minimum monthly bills; and customers are responsible for required transmission/distribution extensions or modifications. The June 25 retrieval also supports the February 24, 2026 City Council ELL tariff action and March 1, 2026 effective date.
That framework supports cautious language that CSU has a cost-recovery mechanism for large electric loads. It does not prove the final Project Taurus service terms, collateral, cost estimate, interconnection cost, phase schedule, or any special contract until the project-specific documents are captured.
The June 29 CSU CORA response strengthens the source basis for saying Raeden transmitted a power-planning document to CSU in October 2025. It does not change the cost-guardrail conclusion: the service agreement, study, collateral, transformer, special-contract, generation, PPA/CPA, and cost-allocation records are still needed before making final claims about what CSU approved or who pays.
A future cooling-system change from the project-described closed-loop / air-cooled design to a materially more water-intensive design would likely affect several record lanes: site equipment, development-plan conformity, water and wastewater service, meter/tap sizing, construction drawings, noise, building/mechanical permits, and possibly state environmental permits.
The exact classification of such a change as minor, major, building-only, utility-only, or multi-agency review requires official City/CSU interpretation. The source-supported public statement is narrower: the current approval does not appear to be a blank check for materially different site design or utility demand, and the public record does not yet show a numeric operational water-use cap that by itself enforces Raeden's 200-400 gallons/day estimate.
