¶ D11 May 2026 Portfolio, Innovation, and Campus Authorization Source Cluster
The May 6, 2026 D11 board packet preserves an action package that moves several earlier portfolio and innovation-school leads from proposal-stage evidence toward board-authorization posture. The May 4 inspection only supported scheduled and recommended actions. The later May 6 public-video package adds meeting-outcome and implementation-discussion evidence. The official May 13 draft minutes now add a direct board-minute layer for the Orton / Trailblazer co-occupancy vote, the D11 Innovation Collective name-change approval, and the non-action MLO charter-allocation discussion.
The strongest packet layer is Memo of Agreement M2026-0003, titled as authorization for agreements supporting an Innovation Healthcare Campus with Pikes Peak State College at the Roy J. Wasson Academic Campus. The memo says the November 2025 Capacity Committee Report identified Wasson as having 983 available seats and recommended continued and expanded co-habitation opportunities using the district's portfolio model for D11 charter schools and innovation-school opportunities at schools with 250 or more available seats. It says PPSC has partnered with D11 on secondary-to-postsecondary healthcare pathways and has committed approximately $5,000,000 toward tenant improvements for an estimated 28,000 sq. ft. of healthcare simulation and instructional spaces. The memo describes a lease with an initial 20-year term and one 10-year renewal option, and authorizes the superintendent or designee to negotiate, execute, and administer related facility-use agreements, affiliation agreements, intergovernmental agreements, and other implementation documents, subject to future board and state approvals where required.
The packet also schedules Resolution 2026-46, approving Contract Modification 2 to East Hills Academy Charter Contract C2027-0001 and co-occupancy at Horace Mann Middle School. The modification says East Hills would co-occupy approximately 12,830 square feet at Mann Middle School from July 1, 2026 through June 30, 2031. The resolution says Horace Mann had 484 available seats, repeats the Capacity Committee co-habitation recommendation, and frames the move as consistent with the district's portfolio model while Horace Mann continues as a comprehensive middle school.
Finally, the packet includes Resolution 2026-48, scheduled as a non-action / future item for May 13, 2026, to rename the CSST Innovation Zone as the D11 Innovation Collective. The draft resolution says the change does not remove CSST as a stand-alone school and frames the zone as a broader, scalable structure for D11, higher-education, and industry collaboration. It says future schools joining the zone would require D11 board and Colorado State Board approval under the Innovation Schools Act. The official May 13 draft minutes record Resolution 2026-48 as a consent item and state that the board approved the name change from CSST Innovation Zone to D11 Innovation Collective.
The May 13, 2026 special-meeting packet adds another facility lane to the same Capacity Committee / portfolio-model source cluster. Resolution 2026-47 and Contract Modification 1 to Orton Academy Charter Contract C2024-0069 propose Orton co-occupancy at Trailblazer Elementary School. The packet states that Orton would occupy 14,065 square feet at Trailblazer from July 1, 2026 through June 30, 2029; that the modification would be incorporated as Attachment 18, a Facility Use Agreement; and that Trailblazer was identified in the November 2025 Capacity Committee Report as having 337 available seats. The May 13 public-video package adds generated ASR and machine diarization for the special meeting. The official May 13 draft minutes now record board approval of Resolution 2026-47 by 5-2, with Baca Bartlett and Johnson voting no and Carey, Haffley, Jorgenson, Melpakam, and Ruehl voting yes.
The same May 13 packet and official draft minutes expose a recurring-finance lane for the D11 portfolio / charter system. The proposed Mill Levy Override Plan Amendments would allocate $586,287 of the district's $1,253,744 new recurring MLO inflationary adjustment to charter schools, bringing the estimated FY26-27 charter allocation to approximately $11,426,166. The packet frames the allocation as statutory-equity compliance under HB17-1375 / C.R.S. 22-32-108.5, says D11 will offer eleven board-approved charter schools as of May 2026, and provides school-level estimated MLO allocations for Roosevelt, East Hills, Spruce, CPS, CIVA, EastLake, Thomas MacLaren, Orton, Academy ACL, James Irwin - Howard, and Colorado Military Academy. The official minutes preserve this as a non-action item returning for later board action, not as an adopted distribution or charter-level expenditure record.
The May 27, 2026 work-session agenda and updated board packet add a separate bond / MLO / COP public-finance lane. The packet says the board is considering a $775M bond referendum in November 2026, lists project categories including Palmer High School Phase II, capital-improvement COP debt payoff, a new Holmes Middle School, deferred HVAC projects, projects at all D11 schools, and increased teacher compensation through reutilization of existing funds. The version-2 packet diff shows that a later packet revision added a Mill Levy Override Oversight Committee recommendation: if voters approve the bond, MLO dollars currently used to pay debt service on the D11 COP should be reinvested in teacher compensation, while bond dollars remain legally limited to buildings and capital projects. The same packet names RBC Capital Markets as the district's bond underwriter for the work-session presentation and adds online bond-planning/project-plan routes at d112026bondplanning.com and d11.org/bond/projectplans. This source supports a proposed debt-replacement / freed-MLO-dollar mechanism, not final ballot language, board approval, voter approval, actual COP payoff, or executed teacher-compensation spending.
A May 31, 2026 bounded web capture now preserves those public bond-planning routes as a separate source layer. The d112026bondplanning.com home page presents Building a Better Future: D11 Bond Planning, links to a School Data Dashboard, describes school leaders, communities, principals, and bond liaisons as planning actors, and exposes a password-protected Capital Planning Tool for principal and liaison access. It also displays Perkins Eastman and RTA Architects in an In Partnership With section. The official D11 ProjectPlans page has page-created metadata of 2026-05-15T17:46:47Z, page-published metadata of 2026-05-15T17:47:59Z, and 92 school-level project-plan PDF resource-title values in the retained HTML. The official D11 FAQ page describes the November election community-vote frame, distinguishes bond capital-debt funding from MLO operating dollars, and says bond funds cannot pay teacher salaries directly while potentially reducing pressure on operating dollars. Treat this as direct evidence for public planning, source provenance, and follow-up source targets, not as proof of final project adoption, dashboard data, Capital Planning Tool contents, vendor contract terms, campaign coordination, or actual money movement.
A later May 31 source-completion pass preserved all 92 official project-plan PDFs listed on the retained ProjectPlans page and extracted text plus structured fields. The PDFs form 46 school or site pairs: one project/allocation page and one building-information / Facility Condition Index / Educational Adequacy page per entry. The extracted school-level allocation values total $430,000,000; every entry has at least $1,000,000, and 13 entries are exactly $1,000,000. The two largest entries are Palmer High School Phase 2 / full facility rebuild at $150,000,000 and Holmes Middle full facility rebuild at $80,000,000. This supports a concrete public project-planning layer but also creates a source gap: the extracted school-level PDF total does not reconcile by itself to the packet's possible $775,000,000 bond frame or to categories such as capital-improvement COP payoff, deferred HVAC, issuance costs, contingency, or other district-wide project accounting.
A June 1, 2026 dashboard-bundle inspection adds a deeper public data layer. The client-side dashboard bundle references five published Google Sheets CSV endpoints; full JavaScript chunks were not retained because the bundle includes access-gated interface code. The captured tables include a 4,220-row facility-needs / replacement-cost table, a 57-row capital-planning matrix, a 41-row project-type cost catalog, a 663-row project-status / funding / account-string table, and a 56-row school-dashboard dataset. A lightweight parser sums the capital-planning matrix at $495,086,000 across numeric project-type columns. The 46 rows that map to the preserved PDF corpus total about $431,000,000, while 11 additional rows not present in the PDF corpus total $64,086,000: Academy ACL, CIVA, Colorado Military Academy, Community Prep., Eastlake, James Irwin, Roosevelt, Thomas MacLaren, Orton, East Hills, and Spruce Community. This upgrades the next D11 question from only reconciling PDF totals to understanding how dashboard tables, charter/entity rows, project-status records, COP/MLO funding labels, and board-packet bond categories relate.
The June 3, 2026 regular-board packet adds the first retained budget-schedule layer for that reconciliation. The agenda places Resolution 2026-45, appropriation of the FY26/27 budget, and MLO plan amendments on the same meeting agenda as a 7:00 p.m. public hearing for those MLO amendments. The packet's proposed capital-reserve schedule lists Restricted for COP uses - 16 & 19 & 24 at $110,000,000 in proposed FY26/27 beginning fund balance and $19,708,218 in ending reserves, budgets COP Projects at $91,691,782, and budgets FY26/27 debt service at $10,201,054. The detailed schedule names COP project lines for roofing, Jenkins, Martinez, Palmer, and Sabin, and debt-service lines for 2019 Academy ACL / Roosevelt charter-school COPs, 2024 COPs, and 2016 Adams COPs. The annual debt-service schedule identifies the 2016 Adams Elementary renovation COP, the 2019 AcademyACL Charter School / Roosevelt Charter Academy COP, and the 2024 Palmer High School / other capital improvements COP, with displayed totals of $119,850,000 principal and $78,510,675 interest across the schedule. Treat this as direct evidence for the proposed budget/debt-service source lane, not as proof of final June 3 action, bond referral, voter approval, COP payoff, project execution, or compensation implementation.
The post-meeting v5 board packet captured on June 4, 2026 adds a source-custody and legislative-provenance layer without materially replacing the June 3 COP/MLO budget finding. The v4-to-v5 diff shows the packet expanding from 198 to 213 pages and inserting 2026 D11 End of Session Report (1).pdf, prepared by Amy Attwood / Attwood Public Affairs, at page 34. The insertion shifts the later budget and MLO exhibits but does not by itself establish a changed COP, MLO, or bond accounting position. The Attwood report names state-policy items that now belong in the next D11 source-reconciliation pass, including SB26-023 school finance, SB26-135 TABOR-surplus education funding, a late-session homeschool-enrichment amendment, HB26-1428 homeschool-enrichment / online-education reporting, and SB26-145 charter-school communication requirements around bond issues. Treat this as direct evidence that the v5 D11 packet contains a lobbyist-authored state-legislative report relevant to the local finance/charter/HSE source map; do not treat it as official bill text, D11 board direction, local implementation, campaign coordination, or proof that any named bill changed D11's bond/MLO actions.
A June 5, 2026 official bill-file reconciliation now preserves Colorado General Assembly pages, bill PDFs, fiscal notes, response headers, and text sidecars for the four named bills. That source layer narrows the Attwood report into distinct mechanisms. SB26-145 is the most directly relevant local-bond process source because the signed act and fiscal note address charter-school involvement in school-district capital-construction ballot questions, including solicitation, notice, rationale, and opportunity-to-address requirements. HB26-1428 is a CDE / JBC reporting and LEP-documentation lane for online schools and part-time enrichment programs. SB26-023 is statewide public-school finance context. SB26-135 is a statewide voter / TABOR-retention education-funding lane in the captured official page and fiscal-note material, not D11's local bond. This reconciliation does not prove D11 implementation, final ballot language, local bill positions, Attwood direction records, charter-project inclusion or omission, CDE data submissions, or any public-money flow.
The June 3, 2026 regular-board minutes add the first retained final-action layer for the budget / MLO portion of this source cluster. The minutes record no public comments during the MLO Plan Amendments public hearing. They record Resolution 2026-45, adopting the FY26/27 budget, passing 6-1, with Baca Bartlett voting no. They also record the MLO Plan Amendments passing 7-0, including 2000 PIP Amendments 11B and 7B; 2017 PIP Amendments 5 and 2; and 2017 PIP Amendments 1, 14, and 11B. The minutes summarize the same MLO amendment mechanism preserved in the packet: $586,287 of new recurring funding allocated to charter schools for statutory equity, bringing total FY26/27 charter allocation to $11,426,166; $667,457 reallocated to 2017 PIP 1; and $750,000 in non-recurring 2017 PIP 11B contingency funds used for 2017 PIP 6 device replenishment. Treat this as direct evidence for board passage of the budget and MLO amendments as recorded in the minutes, not as evidence of signed resolutions, final workpapers, payment/distribution records, charter-recipient use, COP payoff, bond referral, or compensation implementation.
The generated May 13 transcript adds an implementation-discussion layer for the MLO amendments. It records staff explaining that newly approved charter schools increased the recurring charter-allocation amount and that, if the increase were not assigned to new recurring inflationary MLO money, the district would need to offset it from existing PIPs. It also records committee workflow and later board-action sequencing for the amendments. Treat this as ASR-derived source-targeting evidence until official minutes, source-video checks, MLO Oversight Committee records, and June 3 board materials are retained.
The May 6 public-video package adds a meeting-outcome layer. The generated speaker-labeled transcript records the board taking up H5 and H6, motions for M2026-0003 and Resolution 2026-46, roll calls, and the chair announcing that the ayes had it after each item. Because the transcript is generated ASR, use it for source targeting and outcome posture until official minutes or source-audio verification settle exact vote counts and quotations.
The transcript also clarifies sequencing for the PPSC lane. Staff described the May 6 PPSC vote as facility-use and space-allocation authority for an initial capital-improvement phase. The innovation-school plan, Colorado Department of Education review, and State Board approval were described as later steps rather than completed May 6 approvals. Current Wasson programs were described as part of the planning discussion, and PPSC evening nursing-program use was discussed separately from high-school program approval.
The East Hills discussion adds a Legacy source lead. Staff described Legacy Institute as involved because principals who brought charter proposals had participated in a cohort that helped develop applications, while Superintendent Michael Gaal said Legacy had no direct district affiliation. Gaal also linked Nathan Gorsch's travel with or auditing of a Legacy cohort to development of the existing CSST innovation zone. Treat this as a meeting-discussion source lead, not as proof of a formal Legacy / D11 contract, control relationship, or funding flow.
The D11 Innovation Collective item remained a non-action discussion item on May 6. The transcript frames the rename as an umbrella for CSST and possible future schools, including the healthcare high school proposal if it later advances. The official May 13 draft minutes support the board's name-change approval, but not later CDE / State Board approvals for future schools or implementation records for the broader collective.
- It does not provide official May 6 minutes, final May 6 vote counts, or source-audio-verified quotations; the generated May 6 transcript should not be quoted as an official transcript.
- The official May 13 draft minutes support approval of Resolution
2026-48 as a name change, but they do not prove later CDE / State Board approvals, implementation, governance changes beyond the name change, or future school additions to the innovation zone.
- It does not prove that any lease, facility-use agreement, affiliation agreement, intergovernmental agreement, Innovation Zone modification, CDE submission, or State Board approval has been executed or granted.
- It does not prove privatization intent, improper conduct, control by any outside entity, sponsorship, campaign coordination, or financial self-dealing.
- It does not prove that PPSC capital, D11 facilities, East Hills co-occupancy, or CSST / D11 Innovation Collective approvals produced any specific enrollment, budget, staffing, curriculum, or student-data flow.
- The official May 13 draft minutes support approval of Resolution
2026-47, but they do not replace executed Attachment 18, source-video verification, implementation records, floor plans, cost schedules, stakeholder notices, or evidence of current Brad Miller / Miller Farmer involvement in the D11 co-occupancy lane.
- The June 3 minutes support passage of the MLO Plan Amendments by
7-0, but they do not prove signed amendment text, final workpapers, final school-level calculations, payment/distribution records, or that any charter used the funds for a specific purpose. The May 13 packet, June 3 packet, and June 3 minutes are not substitutes for MLO Oversight Committee records, workpapers, final calculations, ledger rows, or recipient records.
- It does not prove that the May 27 bond/COP/MLO compensation structure became final ballot language, received board approval, passed with voters, paid off the COP, freed MLO dollars, or increased teacher pay. The packet supports a proposed planning mechanism and committee recommendation, not executed public-money movement.
- The May 31 public-web / project-plan PDF capture and June 1 dashboard-bundle / Google Sheets capture do not prove final school-level project adoption, final dashboard accounting, password-protected planning-tool contents, bond-liaison records, public-feedback results, Perkins Eastman / RTA contract terms, RBC engagement terms, final ballot accounting, or a complete reconciliation among the extracted
$430,000,000 PDF layer, the captured $495,086,000 capital-planning matrix, and the packet's possible $775,000,000 bond figure.
- The June 3 minutes support board adoption of the FY26/27 budget and MLO amendments as recorded, but they do not prove signed resolutions, later implementation, that any COP obligation will be paid off with future bond proceeds, that MLO dollars have moved to teacher compensation, that charter capital rows have final allocations, or that COP project budgets match eventual bond ballot exhibits.
- The June 4 v5 packet insertion of the Attwood legislative report does not prove D11-directed bill positions, official bill effects, local implementation, state/local campaign coordination, or a policy flow among school finance, HSE, charter-bond communication, local bond planning, MLO amendments, and COP debt service. Official bill files and D11 / Attwood contract, scope, invoice, and position-direction records remain needed.
- The June 5 official bill-file reconciliation resolves the bill-identity and broad mechanism question for
SB26-023, SB26-135, HB26-1428, and SB26-145, but it does not resolve D11 implementation. In particular, SB26-145 creates a strong source target for charter-bond solicitation / notice / omission-rationale records; it does not prove those records exist, that any D11 charter project was included or excluded, or that D11's final bond language changed.
- It does not prove that Legacy Institute had a D11 contract, invoice, payment, formal district affiliation, or control role.
2025-11: the packet cites a Capacity Committee Report identifying available-seat counts and recommending co-habitation opportunities through the portfolio model.
2026-05-06: D11 board meeting date for the PPSC Innovation Healthcare Campus and East Hills co-occupancy action items; generated transcript records apparent action outcomes and discussion, but official minutes remain missing.
2026-05-13: official draft minutes record board approval of Resolution 2026-48, changing the CSST Innovation Zone name to D11 Innovation Collective.
2026-05-13: official draft minutes record board approval of Resolution 2026-47 for Orton co-occupancy at Trailblazer by 5-2.
2026-05-27: D11 work-session packet version 2 adds bond-finance planning for a possible $775M November 2026 referendum and an MLO Oversight Committee recommendation to reinvest MLO dollars currently used for COP debt service into teacher compensation if the bond passes.
2026-05-31: bounded capture preserves D11's public bond-planning home page, dashboard shell, official bond page, FAQ page, and project-plans page, including the May 15, 2026 creation / publication metadata for ProjectPlans and 92 school-level project-plan PDF resource titles.
2026-05-31: source-completion capture preserves and text-extracts the 92 project-plan PDFs, supporting 46 school or site entries with extracted school-level allocations totaling $430,000,000.
2026-06-01: dashboard-bundle inspection preserves non-sensitive metadata for 15 JavaScript chunks and captures 5 published Google Sheets CSV endpoints, including a 57-row capital-planning matrix totaling $495,086,000 across numeric project-type columns and a 56-row school-dashboard dataset.
2026-06-03: retained agenda-stage packet places FY26/27 budget adoption and MLO amendments before the Board; the proposed budget schedules expose COP reserve, project, and debt-service lines that now anchor the bond/COP/MLO reconciliation target.
2026-06-03: retained regular-board minutes record Resolution 2026-45 adopting the FY26/27 budget passing 6-1 and the MLO Plan Amendments passing 7-0, including the charter-school allocation and PIP reallocations.
2026-06-04: board-monitor capture preserves v5 of the June 3 regular-board packet, adding the Attwood 2026 D11 End of Session Report exhibit and shifting later budget/MLO page references.
2026-06-05: official Colorado General Assembly bill-file reconciliation preserves bill pages, bill PDFs, fiscal notes, headers, and text sidecars for SB26-023, SB26-135, HB26-1428, and SB26-145, clarifying that SB26-145 is the direct charter-bond process lane while the other bills belong to statewide finance, statewide ballot / TABOR retention, or CDE reporting lanes.
2026-07-01: proposed start date for East Hills co-occupancy at Mann Middle School.
2026-07-01: proposed start date for Orton co-occupancy at Trailblazer Elementary.
2029-06-30: proposed end date for Orton co-occupancy, aligned to Contract C2024-0069.
2031-06-30: proposed end date for East Hills co-occupancy, aligned to Contract C2027-0001.
2056-06-30: possible PPSC / Wasson lease expiration date if the initial term and renewal term are fully executed.
¶ Source limits and evidence boundaries
Treat the Capacity Committee / portfolio model as the source-supported facility-allocation mechanism. Treat PPSC, East Hills, Orton, and CSST / D11 Innovation Collective as separate implementation lanes unless direct records show shared execution, funding, governance, or data flows.
Treat the MLO amendment package as a source-supported recurring-finance mechanism with a retained June 3 board-approval layer. It belongs beside the facility-allocation layer because it shows how public mill-levy revenue may move through D11's charter system, but it should not be treated as executed funding or school-level flow until signed records, workpapers, ledger rows, distribution records, and recipient records are retained.
Treat the May 27 bond/COP/MLO compensation package as a source-supported proposed substitution mechanism: a capital bond would be used for capital projects and COP debt payoff, while the committee recommendation would move freed MLO dollars toward teacher compensation. It should not be treated as bond-funded teacher compensation, final ballot wording, voter-approved debt, executed COP payoff, or actual compensation increase until board, ballot, election, debt, budget, and payroll records support those steps.
Treat the public bond-planning site and dashboard bundle as source-provenance, engagement-infrastructure, and public-planning-data evidence. The site materially improves the source map because it exposes project-plan PDFs, a public dashboard route, a principal / bond-liaison planning tool boundary, public FAQ language, published Google Sheets data endpoints, project-status / funding labels, and a broader capital-planning matrix. It does not convert the proposal into a final ballot, final school-project list, vendor-contract fact, or public-money flow.
Treat the June 3 budget packet and minutes together as the current budget and MLO final-action source lane. They identify the COP obligations, budget lines, and board votes that any bond-payoff or MLO-substitution claim must later reconcile, but they do not by themselves prove payoff, compensation movement, signed implementation, or a future bond structure.
Treat the official bill-file package as legislative source-custody evidence, not D11 execution evidence. SB26-145 supplies a concrete mechanism to test in D11 records: charter-school capital-needs solicitation, proposal review, inclusion / omission notice, written rationale, and opportunity-to-address steps for a capital-construction ballot question. HB26-1428 supplies a separate CDE reporting / documentation mechanism. SB26-023 and SB26-135 should not be collapsed into the local bond lane without D11-specific records.
The packet and generated transcript upgrade the earlier D11 / PPSC healthcare high school proposal from a proposal-stage lead to a public meeting implementation-source package, but they still leave implementation records missing. Minutes, executed agreements, floor plans, cost schedules, CDE submissions, State Board decisions, later budget records, and source-audio checks for any exact quotation are required before stronger claims.
The Orton / Trailblazer packet and official May 13 draft minutes upgrade the prior Trailblazer-campus listing from an unresolved web-page / implementation clue into a board-approved contract-modification and facility-use source target. They do not settle execution, stakeholder process, counsel, or implementation questions.
Treat the Legacy / CSST cohort discussion as a candidate lead. Existing application sources directly support Legacy's East Hills and Spruce application-support role; the May 6 generated transcript adds a possible CSST innovation-zone development pathway, but underlying records are needed before stating formal affiliation, payment, control, or influence.
