¶ D11 charter, labor, campaign-finance, and governance source cluster, 2019-2026
This source cluster supports the major-investigation report on Colorado Springs School District 11. It combines official D11 charter pages and board records, Colorado TRACER slices for current board members and a D11 independent-expenditure committee, and retained reporting on labor conflict, media partnerships, marketing, and outside campaign infrastructure.
The expanded affiliation screen supersedes one earlier negative finding: direct live New Summit and Academy District 20 annual-report evidence now supports Michelle Ruehl's formal board service at New Summit Charter Academy. The Legacy / CSST continuation supersedes another earlier Gaal limit: the current CSST board page lists Michael Gaal under Board of Directors, while CDE frames CSST as a D11 innovation-zone / alternative-governance mechanism. The Brad Miller continuation adds a separate non-board-member layer: direct firm-level Miller Farmer Carlson evidence in the ERBOCES / CLLC / Orton Academy litigation against D11, plus a direct Miller email showing CHSAA-letter circulation to D20 and other district / charter board networks. The D11-side follow-up now adds Orton's D11 application / contract records, D11's Sullivan / CHSAA executive-session and settlement records, and direct Colorado SOS lobbying records for Amy Attwood and Xiphos. The alternative-governance-stack continuation adds a stronger non-charter finding: the June 4, 2025 D11 packet cluster places Mitchell High School innovation renewal and partial external management, East Hills / Spruce charter approvals, labor-policy repeal and CSEA / ESP FTE removal, JBA / IMD legal-policy first readings, union-resource and dues-processing future agenda requests, a library-audit request, and an Attwood Public Affairs legislative report in one official sequence. Mitchell is now the underweighted mechanism because the retained pathway plan names Instructional Empowerment as chosen external manager / partner and the innovation plan adds a University of Chicago Network for College Success management-partner / budget layer.

The current record supports release of D11's exclusive-authorizer position; it does not prove CSI's final action.
- The expanded screen directly supports Michelle Ruehl's New Summit Charter Academy board service. New Summit's live board page lists Ruehl as board director, and the Academy District 20 annual-report packet says her term concludes after her recent D11 board election and lists her as a
2025-2026 director. This is a direct formal charter-board tie, with conflict, recusal, compensation, and policy-flow questions still unresolved.
- The March 18, 2026 D11 work-session agenda and captured healthcare high school attachment directly support a Pikes Peak State College Innovation School Zone proposal. The proposal describes a Fall
2027 healthcare high school, $5M PPSC investment, 300-400 students, D11 Innovation Zone language, and an independent board with PPSC, D11, and community / industry representation. Evidence is direct for the proposal and unresolved for adoption.
- The Brad Miller continuation directly supports a D11 charter-boundary litigation layer. The Colorado Supreme Court opinion says ERBOCES and CLLC operated Orton Academy inside D11 boundaries without D11 permission, and the oral-argument docket lists Bryce Carlson of Miller Farmer Carlson Law LLC as counsel for ERBOCES / CLLC. Evidence is direct for the firm-level litigation relationship and direct for the D11 nonmember-district consent issue; it is only moderate as Brad-personal evidence because Brad is not the listed counsel in those retained court materials.

- The same continuation directly supports CSST as a separate innovation-zone / alternative-governance mechanism rather than a charter-school finding: CDE's April 2024 notice describes State Board approval of the D11 CSST innovation zone and the captured CSST board page lists Gaal under
Board of Directors.
¶ Campaign finance and political infrastructure
- D11 Momentum is directly grounded as a public-facing 2023 D11 campaign site supporting Parth Melpakam, Thomas Carey, Jill Haffley, and Jason Jorgenson and displaying a paid-for-by Springs Opportunity Fund disclaimer.
- Direct TRACER slices now exist for D11 candidate committees tied to all seven current board members. These slices support committee-level totals and payee patterns, but they do not by themselves prove coordination, sponsorship, or board policy intent.
- The 2023 board-member candidate committees for Carey, Haffley, Jorgenson, and Melpakam show a campaign-services layer that overlaps with the D11 Momentum / Springs Opportunity Fund environment, including payees such as Flat Creek / FlatCreek Management, Victory Texts, RDP Strategies, Cadman Film & Photo, Rhodesco, Update Printing, and Super Cheap Signs.
- The 2025 D11 Parents and Teachers slice is stronger than a lead: it directly shows one

- Moms for Liberty's pledged-candidates page lists Jason Jorgenson and Jill Haffley under Colorado while preserving a non-endorsement disclaimer. This supports an advocacy affiliation / pledge-listing relationship, not a charter role, voucher funding relationship, or proof of policy coordination.
- CIVA's official video-library page lists
Intro: Dr. Parth Melpakam and Speech: Dr. Parth Melpakam. This supports a public speaking / co-appearance tie to a charter school event, not a formal CIVA governance or administrative role.
- The newly retained redacted Miller email directly supports a cross-district / charter-board circulation mechanism for the CHSAA letter. The letter template itself contains demand language and an April 4, 2025 date, but no signer list. Direct D11 and court records now show D11 as a later Sullivan plaintiff, a Nov. 19, 2025 executive-session litigation update on CHSAA / the Colorado Civil Rights Division, and Dec. 3, 2025 CHSAA settlement approval. This supports D11 coalition participation and Miller adjacency, not direct Miller-D11 communication or a signer list.

2025-09-30 adds a source-adjacent pre-strike messaging layer: Gaal and Haffley appeared on Freedom Foundation's The New Frontline to frame the CSEA dispute before the planned strike. It is direct evidence of public messaging, advocacy-media co-appearance, and actor self-description; it is not independent support for disputed claims about strike legality, teacher turnout, CSEA motives, compensation, benefits, teacher intimidation, or district email misuse.

2025-12-09 Rusty Brown interview in which Brown says his Colorado Springs involvement came through unnamed friendly organizations working with the D11 board to unwind the collective-bargaining agreement. - Official 2026 board minutes directly support benefits-related vendor / contract relationships with Kaiser, One Medical, and Strata Med. Those are employee-benefits and care-coordination mechanisms, not evidence of charter privatization unless later records tie them to education-service outsourcing.
- The March 4, 2026 minutes directly support a Falcon AeroLab tuition transfer for D11 homeschool students. That is school-choice / homeschool-enrichment-adjacent evidence, but the retained record supports a program payment, not a broader privatization scheme. The same minutes say Michelle Ruehl requested to recuse herself from the Falcon AeroLab discussion; the record does not state the basis for recusal.
¶ Mechanism and flow cautions
- Campaign contributions and expenditures show money moving through committees and vendors. They do not prove a specific policy flow from donor to board vote without additional records.
- D11 charter renewals and authorizer releases are direct charter-governance mechanisms. They do not prove intent to weaken district-run public schools unless paired with stronger evidence such as closure decisions, enrollment diversion analysis, contract terms, or internal strategy records.
- Reporting-backed labor and communications evidence is important but still weaker than official board records, contracts, invoices, and minutes.
- Co-appearance in D11 Momentum, shared vendors, shared addresses, or shared slogans should remain typed as independent-expenditure support, campaign-vendor use, shared campaign-service infrastructure, or unresolved adjacency unless a stronger record supports coordination.
- The alternative-governance-stack hypothesis is supported as a research frame, not as a conclusion that D11 is controlled by one external network. Same-meeting sequence and overlapping policy lanes do not prove coordination.
- Mitchell external management is direct in D11 plan records, but D11 contracts, procurement, purchase orders, invoices, scopes of work, CDE State Board packet records, State Review Panel material, and vendor deliverables remain missing.
- Instructional Empowerment is direct as the named Mitchell external manager / partner, but current evidence is D11-side only. Independent organizational profile, Colorado footprint, and payment records remain unresolved.
- The University of Chicago Network for College Success appears in the Mitchell innovation plan and budget material, but current status and exact contractual role remain unresolved.
