This summary captures the final current-corpus QA package behind the CD-4 structural civic scorecard. The active scorecard universe is Lauren Boebert, Eileen Laubacher, and Jenna Preston. Trisha Calvarese is excluded from active CD-4 reporting and scoring because the retained corpus treats her campaign as withdrawn or suspended.
The package supports a final current-corpus public scorecard, not a permanent or claim-exhaustive scorecard. The retained scores are Boebert 3.1 with medium-high confidence, Laubacher 6.0 with low-medium confidence, and Preston 5.4 with low-medium confidence.
The reviewed package combines candidate-universe tables, OpenFEC captures, official House and Congress.gov/GPO records, campaign and public-statement captures, transcript QA, sentence-level public claim checks, score matrices, relationship guardrails, and final report/PDF build artifacts.
Two audit artifacts support the full-corpus review layer:
cd-4-corpus-audit.csv inventories CD-4-related report, data, wiki, and raw/source files.
cd-4-required-search-audit-2026-05-13.csv records the required prompt search terms as discovery checks.
Those files are audit aids. They do not make every located file equally evidentiary.
- Boebert has the thickest official-record evidence because she is an incumbent with House Clerk, Congress.gov, GPO bill text, official House, OpenFEC, and retained transcript/interview layers.
- Laubacher has a real reform floor from platform/forum evidence on stock trading, lobbying influence, dark money/corporate campaign-funds transparency, voting rights, and fair elections.
- Preston has direct Citizens United, super PAC/dark-money, AmericanPromise, and congressional stock-trading-ban evidence from the retained current site/forum layer.
- The final scorecard can be public-facing if it preserves the caveats on Denver, e-filing, Laubacher PAC wording, Preston source thickness, and Calvarese exclusion.
- The donor-independence correction is supported: retained Boebert candidate-ID Schedule E support is modest relative to committee receipts, so the donor/corporate category is
3.4 and the final score rounds to 3.1.
- The package does not prove donor control, donor influence, coordination, corruption, motive, sponsorship, or policy exchange from campaign-finance rows.
- It does not verify Boebert's Denver
$25,000 city-employee ICE-coordination fine claim as a fact. Public use must attribute it as an unverified Boebert claim or omit it.
- It does not verify Boebert's e-filing First Amendment conclusion as law. Public use can describe the official mechanism and must attribute the legal characterization to Boebert unless legal-merits evidence is added.
- It does not support saying Laubacher takes no PAC money or runs a fully small-dollar campaign. The supported wording is narrower: she has said she will not take money from corporate PACs or corporations, while FEC records include other PAC-line receipts.
- It does not support moving Laubacher above the
6.0 anti-corruption ceiling without direct Citizens United, public-financing, small-donor, or small-dollar implementation evidence.
- It does not turn Preston's write-in status into disqualification or full capacity proof.
- The scorecard is final for the current corpus because the remaining public-facing unsafe claims have been narrowed or attributed rather than treated as facts.
- Score confidence remains uneven. Boebert's low score is more durable because it rests heavily on official records. Laubacher's and Preston's moderate scores rely more on candidate commitments, public forums, campaign pages, and incomplete implementation evidence.
- Calvarese should remain outside the active scorecard unless a future candidate-universe source changes her status.
- The transcript layer is usable only inside the verified excerpt/timestamp boundaries. Quote readiness does not verify factual content.
- May 11-12, 2026: CD-4 candidate corpus, finance, public-statement, official-record, transcript, and public-readiness layers were built.

- Laubacher still lacks direct Citizens United, public-financing, small-donor, or small-dollar mechanics.
- Preston still lacks broader public-financing, small-donor, lobbying, revolving-door, voting-rights, and civil-rights mechanics beyond the retained anti-corruption evidence.
- Boebert granular legal/material-effect claims still need nonpartisan legal/context evidence if public copy goes beyond official mechanisms.
- Later FEC filings, candidate statements, questionnaires, public forums, legal-source retrieval, or official candidate-status changes could reopen the current scores.
The main CD-4 report, PDF, share/social assets, and final scorecard tables rely on this QA package to preserve score caveats, candidate-universe boundaries, source-confidence labels, and relationship discipline.
