Great Schools Colorado is the named CSP State Entities project and program surface through which the Colorado League of Charter Schools administers federal Charter Schools Program subgrants and technical assistance in Colorado.
The current source base supports GSC as a pass-through grant-administration mechanism: eligibility screening, peer review, award letters, fiscal-agent confirmation, reimbursement review, monitoring, corrective action, authorizer communication, and technical-assistance programming. It does not by itself prove that GSC controls authorizer decisions, local school-board votes, charter-school governance, or downstream political coordination.
For the D11 graph, GSC remains relevant because its awardees page lists East Hills Academy and Spruce Community School as new Colorado Springs District 11 authorized schools with CSP awards. That evidence supports award-listing / launch-support relationships, not grant drawdown timing, decision influence, or governance control.
