The current repo supports Bishop as a Colorado / national parental-rights and school-board activist whose strongest direct local evidence is the Garfield RE-2 Tony May recall-defense cluster. The evidence includes a live public America's Mom site using parental-rights and candidate-training language, a current Moms for America team-page title, official Garfield County recall records, TRACER committee slices, and independent reporting on Bishop's public and private recall-defense activity.
The America's Mom site frames Bishop's platform around opposition to government overreach, protection of children, and parental choice. The New Yorker reports Bishop said she began America's Mom in 2019 to promote parental rights after Jared Polis's election and disputes over Colorado education and public-health policies. The live site includes posts about school mask rules, parental choice, Colorado revival language, election-integrity events, and Tina Peters.
This supports a public activist-media framing. It does not by itself prove a formal statewide organization, PAC, ministry, or campaign committee.
The current Moms for America team page lists Bishop as National Director Strategic Initiatives and Kelly Kohls as Senior Director, School Board Leadership Project. The New Yorker reported in 2022 that Bishop served as Moms for America's director of election security. ProPublica records show separate 501(c)(3) and 501(c)(4) records for Moms For America and Moms For America Action Inc.
The title evidence is strong enough to connect Bishop to the current Moms for America national team page, but not to infer compensation, formal authority over school-board projects, or role continuity across all dates.
Moms for America's 2023 and 2024 annual reports add organization-controlled scale evidence. The 2023 report self-reports 33 school-board trainings and more than 300 school-board candidates trained. The 2024 report self-reports 106 school-board members trained, parent-advocacy training, legal referrals/resources, ambassador training, a We the Parents: School Boards 101 reference, and media-platform / media-partnership reach. These claims show the national infrastructure in which Kohls's title and Bishop's current title sit, but they remain self-reported organizational metrics rather than independent audits.
Current and archived America's Mom site evidence supports an intake and media platform around Bishop's public role. The live site uses Colorado Team, donation, volunteer, partnership, local-event, candidate-training, and local-candidate-support language; points shows to FrankSpeech; and preserves contact flows signed by Bishop. Current technical evidence includes WordPress / Elementor, Contact Form 7, The Events Calendar / Tribe Events API, RSS and iCal-style feeds, and JSON / oEmbed endpoints.
Wayback captures show an earlier Wix-era platform with event, store/cart, membership/profile, subscription, automated-email, and contact functionality. The 2021-04-02 archived homepage also preserved a ticketed Glenwood Springs event involving America's Mom, Garfield County Republicans, and Bright Lights of Liberty. The 2024-08-08 archived get-involved page preserved the WordPress-era resource menu, including Moms for America and Mesa County election-resource links.
This infrastructure evidence helps explain how Bishop's media identity could also function as an organizing surface. It does not prove PAC status, staff structure, donor processing, or formal campaign-vendor work.
Garfield County official records support the recall baseline:
2024-01-262,441 accepted valid signatures against 2,038 required2024-08-274,896 ballots from 15,831 active votersAspen Public Radio reported that unofficial results on election night showed about 58% support for removing Tony May and a strong successor vote for Scott Bolitho. Garfield County should remain the source for official final result and turnout claims.
The Post Independent reported that Bishop spoke at One Door Church in Rifle in support of Tony May in May 2024. CTR and CPR both reported on a secret Zoom call involving Bishop and Kelly Kohls that discussed strategy to defeat or manage the May recall effort.
CTR reported that Bishop:
we wanted by cleaning house and providing real educationCPR reported that:
Use exact labels carefully. It is supported to call Bishop a public recall-defense organizer and speaker. It is not yet supported to call her a committee officer, paid consultant, or campaign treasurer in the recall unless a filing or direct source establishes it.
The Colorado TRACER skill preserved two relevant issue-committee slices:
Coalition for Responsible Education in RE-2, CO_ID 20235046672, 2024, with accounting totals of contributions 4,412.18 and expenditures 2,169.29, excluding amended rows.Legal Fees for Tony May, CO_ID 20245047322, 2024, with accounting totals of contributions 41,079.02 and expenditures 37,569.02, excluding amended rows.Row-level review found no Bishop, spelling-variant, America's Mom, Moms for America, Kelly Kohls, Brad Miller, or Britton Fletchall matches in either retained TRACER slice. The legal-fee committee rows instead center on Tony May, RE2 Community Partners, and Hoskin Farina & Kampf, P.C. The main legal-fee pattern is in-kind / non-monetary reporting of legal fees paid by Tony May and RE2 Community Partners, plus an issue-committee check to Hoskin Farina & Kampf. The retained TRACER records therefore anchor a public finance layer for May's legal-fee committee but do not support a financial role for Bishop or her organizations.
The official Garfield RE-2 public agenda/minutes page links to a Diligent Community portal. The board-portal skill registered the district and preserved public agenda/packet documents for May through September 2024, covering the period around the reported reimbursement discussion and the major legal-fee committee rows.
The portal's direct public search endpoint returned HTTP 403 for targeted searches. The Diligent meeting JSON service remained available, and public agenda/packet documents were captured for 2024-05-08, 2024-05-22, 2024-06-06, 2024-06-12, 2024-06-26, 2024-07-24, 2024-08-14, 2024-08-28, 2024-09-11, and 2024-09-25.
Text review of those captures returned no hits for Tony May, Hoskin/Farina/Kampf, legal-fee, reimbursement, attorney-fee, Brad Miller, Britton Fletchall, recall, or litigation terms. This is a negative finding from the public agenda/packet text only. It does not rule out executive session, attorney-client communications, emails, later/earlier records, or materials outside the public Diligent documents.
The Garfield RE-2 cluster overlaps with the repo's existing Colorado school-board culture-war corpus in three ways:
