The current NACL Model Laws page overlaps strongly with Scott Bottoms's Colorado bill record in two policy lanes:
There are weaker or topical overlaps around human trafficking, medication abortion, and generated / synthetic digital depictions. The comparison does not prove that NACL drafted, transmitted, coordinated, or approved any Bottoms bill. Treat it as a policy-alignment and model-legislation-proximity finding unless future records show bill-drafting provenance.
The NACL page reviewed here describes its model-law menu as a partial list and links downloadable models. The Colorado General Assembly legislator-page query covered all visible sessions from 2023 through 2026, measure type Bill, and all sponsor roles. It returned 51 Bottoms bill records: 20 prime-sponsor bills, 12 sponsor bills, and 19 co-sponsor bills.
| NACL model law | Bottoms bill(s) | Match level | Reason |
|---|---|---|---|
Unborn Child Protection Act |
HB23-1119, Abolishing Abortion In Colorado; HB24-1224, Personhood of Living Unborn Human Child |
Strong thematic / legal-theory overlap | NACL protects unborn children from fertilization and prohibits abortion except for a life-of-mother emergency. Bottoms's bills define unborn children as persons from fertilization and tie that definition to private actions, homicide, assault, neglect, and supersession of conflicting abortion law. |
Medical Malpractice and Gender Transition in Minors |
HB25-1068, Malpractice Insurers Gender-Affirming Care Minors; HB26-1087, Safeguard Minors from Sex-Altering Interventions |
Strong policy overlap | NACL creates liability around gender-transition procedures for minors. HB25-1068 works through malpractice-insurer permissions and state-money restrictions; HB26-1087 is broader, banning interventions, creating civil action, cutting off public funding / insurance coverage, revoking licenses, and adding a felony penalty. |

Stopping Human Trafficking within Hotels and Places of Accommodation; State Businesses Against Trafficking Program |
HB26-1082, Children Are Not for Sale Act; HB24-1261, Civil Remedies to Prevent Human Trafficking; HB25-1145, Trafficking Minor for Abortion Services |
Topical, not same mechanism | NACL's models focus on hotel / business training, certification, and zero-tolerance programs. Bottoms's bills focus on criminal penalties, civil remedies, or reproductive-services trafficking. |
Coerced Criminal Abortion - Abortion Inducing Drug |
HB23-1150 and HB24-1106, both abortion-pill-reversal information bills |
Same issue lane, different mechanism | NACL criminalizes nonconsensual use of abortion-inducing drugs and includes scheduling language for mifepristone and misoprostol. Bottoms's bills require abortion-pill-reversal information. |
Generated Obscene Child Sexual Abuse Material |
HB26-1049, Prohibit Use of Personally Identifying Feature |
Low-to-medium adjacent | Both involve digital or generated depiction harms. The NACL model is specific to generated child sexual abuse material; the Bottoms bill is a broader biometric / likeness / deepfake-consent bill. |
The reviewed Bottoms bill inventory did not show a clear match to the current NACL models on Judea and Samaria / Israel terminology, Israel anniversary resolutions, water safety education, conscience protection, harmful materials to minors, given-name / pronoun rules, adoption and foster-care protection, biblical marriage, gold and silver currency, public-school chaplains, a monument to the unborn, or the separate app-store accountability model.
Several Bottoms bills remain ideologically adjacent to the broader Christian-right or conservative-policy field without a current NACL model-law match on the reviewed page. Examples include HB26-1083 on female sports, SB23-025 on an In God We Trust license plate, tax-rate bills, disaster-emergency limits, carbon-dioxide classification, campaign consulting, and firearms-carry legislation.
