Preston's usable source layer is strongest on mental health, health care, public safety, rural access, Medicare/Medicaid, rural hospitals, women health decisions, research funding, and Defense Health Agency monitoring.
The retained Preston source layer does not yet support direct commitments on Citizens United, public financing, small-donor matching, dark money, lobbying or revolving-door limits, congressional stock trading, detailed ethics enforcement, or voting-rights reform.
General integrity language around the petition/vendor/write-in episode should not be treated as campaign-finance reform.
