¶ Main findings
COSILoveYou is best described as a Colorado Springs church-city nonprofit and local City Gospel Movement, not as a generic civic nonprofit. Its mission and program language are explicitly Christian, evangelistic, and church-unity oriented, while its program surface emphasizes city service, homelessness response, schools, back-to-school support, worship / prayer gatherings, and cross-sector civic convening.
The funding record is contribution-heavy. The most filing-grade direct evidence for 2021-2024 shows almost all revenue as contributions and grants. The currently retained 2023 Form 990 names eight large contributors because COSILoveYou posted a client-copy Schedule B: Compassion International, First Presbyterian Church, Norwood Development Group, Anschutz Foundation, Life Church, Manna Church, Alpine Bank, and New Life Church. An archived 2018 Form 990-EZ adds earlier named contributors: Chris Jenkins, Discovery Christian Church, Red Rock Church, and First Presbyterian Church. The recovered public 2024 Form 990 gives filing-grade totals but not donor identities because its public Schedule B contributor fields are redacted.
The City Gospel Movements connection is direct. COSILoveYou calls itself a City Gospel Movement, Yemi Mobolade says the model was adopted from the Luis Palau Association, and City Gospel Movements / Palau sources describe a model of unified church, evangelism teams, Christian ecosystem mapping, and collaboration with businesses and nonprofits. A City Gospel Movements resource page also treats COSILoveYou as a model contributor for organization charts, board structure, and bylaws, and the linked Leadership Handbook is now retained.
Christian-nationalist relevance is bounded. Direct COSILoveYou records show partner / donor overlap with organizations that matter to the repo's Christian-right and Christian-nationalist corpus, especially Focus on the Family, New Life Church, and the Anschutz Foundation. The archived page pass strengthens the role labels: Focus is a 2022 community-partner listing; New Life is a church-partner cluster plus 2023 donor; Anschutz remains donor-only in COSILoveYou evidence. The records do not show COSILoveYou itself as a political mobilization shop, electioneering actor, or explicit Christian-nationalist organization.
COSILoveYou's public revenue history shows growth from about $78k in 2018 to roughly $666k in 2024, with the strongest filing-grade figures available for 2021-2023.
The direct 2023 Form 990 gives:
- contributions and grants:
$512,401;
- total revenue:
$509,044;
- total expenses:
$461,814;
- net revenue less expenses:
$47,230;
- total assets at year end:
$321,090;
- total liabilities:
$0;
- voting governing-body members:
13;
- independent governing-body members:
12;
- employees:
5;
- volunteers:
4,780.
The 2023 named Schedule B contributors total $165,419. This is not a full donor list; it is a list of contributors meeting Schedule B thresholds in a client-copy PDF posted by the organization.
The recovered public 2024 filing gives:
- contributions and grants:
$664,282;
- total revenue:
$663,256;
- total expenses:
$574,322;
- net revenue less expenses:
$88,934;
- total assets and net assets at year end:
$410,024;
- total liabilities:
$0;
- voting and independent governing-body members:
9;
- employees:
6;
- volunteers:
4,780.
Its Schedule B is visible but redacted. The public rendering does not disclose contributor names or amounts.
The archived 2018 Form 990-EZ gives $78,382 in contributions and total revenue, $74,443 in expenses, and $33,550 in year-end net assets. Its Schedule B names Chris Jenkins ($30,000), Discovery Christian Church ($8,000), Red Rock Church ($14,897), and First Presbyterian Church ($10,000). The same filing lists Blessing Mobolade as executive chairperson, Gregory Lindsey as secretary, and Jason Perkins as vice chair / treasurer.
The partner page adds a stated funding model:
- church partners: annual offering;
- city partners: regular support at discretion;
- strategic partners:
.5% of annual or missions budget.
That partner-tier model helps explain likely recurring funding streams, but it does not prove payment by any particular listed partner unless matched to Form 990 donor names or other records.
The local and national sources fit together as follows:
- Palau / CityFest history says the Palau model shifted in
1999 under Kevin and Andrew Palau toward a festival model with local-body-of-Christ service; CityServe became a vital part of CityFest movements; under Kevin Palau, the organization expanded to sustainable City Gospel Movements.
- City Gospel Movements says it is a Luis Palau Association branch that supports leaders who unite the citywide Church and strengthen faith sharing.
- City Gospel Movements defines a gospel movement as united, holistic, and sustainable.
- The Palau
What We Do page describes City Gospel Movements as building Evangelism Teams, mapping the Christian ecosystem, and joining churches, businesses, and nonprofits for citywide strategies.
- COSILoveYou calls itself the Colorado Springs City Gospel Movement and is presented by City Gospel Movements as a structural / organizational-model resource.
This supports describing COSILoveYou as a local implementation and peer-resource node in the Palau / City Gospel Movements ecosystem.
¶ Leadership Handbook synthesis
The March 2018 Leadership Handbook is a governance and movement-structure source, not a neutral outside description. It calls COS I Love You a 501(c)(3) City Gospel Movement and describes a board, Executive Chairperson, paid Executive Director, steering teams, leadership expectations, term rules, conflict-of-interest policy, and core initiatives.
The handbook materially supports the following claims:
- COSILoveYou understood itself as both a nonprofit and a City Gospel Movement in
2018.
- Its leadership model intentionally combined pastors and marketplace Christian leaders.
- The Executive Chairperson was described as a top-level decision maker and public face of the movement in Colorado Springs.
- CityServe, COS I Love You Sunday, mayoral initiatives, school partnerships, homelessness response, prayer, and family initiatives were all described as core or adjacent initiative lanes.
- Focus on the Family is named in the handbook's family-initiative lane, but this is COSILoveYou-side evidence and not reciprocal Focus-owned evidence.
The handbook does not resolve the bylaw gap. Its table of contents and Appendix 1 heading refer to Board of Director Bylaws, but the recovered DOCX does not contain bylaw text before the conflict-of-interest appendix begins.
The archived 2019 partner page and 2024 church-partner sitemap show that COSILoveYou has maintained a broad church-partner roster across the archived period. The archive supports church-partner evidence for First Presbyterian Church, Woodmen Valley Chapel, multiple New Life campuses, Manna Church, Life.Church, Discovery / DCC, Red Rock Church, Solid Rock Christian Center, Centro Mundial de Alabanza, AGAPE Church, Colorado Christian Fellowship, Zeal Church, and many thinner single-role church listings.
The archived 2022 community-partner sitemap dates a community-partner URL set that includes Compassion in Jesus' name, Outreach, Focus on the Family, Life Network, BombBomb, Magneti, Homefix, Christian Care Ministry, FH Beerworks, Behr & Behr, Springs Rescue Mission, Pikes Peak SCLC, Pikes Peak United Way, Thrivent, Community Food Pantry, The Pando Collective, Silver Key, and Norwood.
The archived 2019 and 2022 leadership pages add governance-affiliation evidence. They list named board members, staff, and Movement Week steering-team members with affiliations such as Woodmen Valley Chapel, First Presbyterian, Discovery Church, Solid Rock Christian Center, Niche Coaching and Consulting, Centro Mundial de Alabanza, Christian Care Ministry, Catholic Charities, New Life Midtown, Zeal Church, AGAPE Church, Graham Oleson Advertising, and others. These are person-affiliation records, not proof that the affiliated institution appointed or controlled the COSILoveYou role.
Relationship labels should remain precise:
- First Presbyterian Church: church partner;
2018 and 2023 donor; board / steering affiliations through named people; Yemi Mobolade's First Presbyterian ministry bridge.
- New Life Church: church partner through multiple listed campuses;
2023 donor; 2022 team affiliation through New Life Midtown.
- Manna Church: church partner;
2023 donor.
- Life.Church: church partner;
2023 donor.
- Woodmen Valley Chapel: church partner; fiscal sponsor in COSILoveYou origin narrative; board / team affiliations through named people.
- Discovery Church / Discovery Christian Church:
2018 donor; church partner; board affiliation through Greg Lindsey.
- Red Rock Church:
2018 donor; church partner; board affiliation through Jason Perkins.
- Focus on the Family: community partner; Christian-right / anti-LGBTQ / Family Policy Alliance relevance comes from separate repo and external sources.
- Life Network: community partner; official site describes life-affirming pregnancy-center and abortion-recovery work through the love of Christ.
- Compassion International / Compassion in Jesus' name: community-partner listing and
2023 donor, with naming variation preserved.
- Norwood: community partner and
2023 donor.
- Anschutz Foundation:
2023 donor; not found as a partner-page listing in this pass.
Detailed role typing is preserved in Atlas Trace’s local comparison of archived partner listings from 2017 through 2024.
The follow-up found stronger reciprocal or partner-owned evidence for several targets:
- First Presbyterian Church's mission page lists COS I Love You under local
Unity & Collaboration.
- New Life Midtown's outreach page says it links arms with COS I Love You and identifies twice-annual CityServe days.
- Woodmen Valley Chapel's CityServe page links featured COSILoveYou projects.
- Christian Care Ministry / Medi-Share published a
2019 employee spotlight saying Kevin Daniels represented CCM through leading a citywide multichurch worship event with COS I Love You.
- Norwood Development Group's LinkedIn page describes Norwood taking part in CityServe Day as supporters and volunteers and reposts Chamber & EDC language identifying Norwood as a CityServe breakfast presenter.
- Center for Strategic Ministry lists COSILoveYou as a community partner, and MinistryWatch reports Stu Davis's salary was paid by Woodmen Valley Chapel's Center for Strategic Ministry.
The follow-up did not find direct partner-owned COSILoveYou evidence for Focus on the Family, Manna Church, Life.Church, or Life Network. For those rows, use COSILoveYou-side evidence, donor evidence, archived sitemap evidence, or QA caveats rather than upgrading the role label.
Focus on the Family:
- Direct COSILoveYou evidence:
2022 archived community-partner sitemap and current partner page.
- Existing repo context: Focus / Family Policy Alliance is already treated in outputs as part of a Colorado Springs Christian-right / Christian-nationalist and Project 2025-adjacent institutional lane.
- Outside context: SPLC classifies Focus under
Anti-LGBTQ and describes its Christian-right infrastructure role.
- Relationship label: community partner / institutional overlap.
- Limit: no direct COSILoveYou-to-Family Policy Alliance or COSILoveYou-to-Project 2025 evidence in this pass.
New Life Church:
- Direct COSILoveYou evidence:
2023 donor, 2019 partner-page assets, 2024 church-partner sitemap entries, and 2022 team affiliation through New Life Midtown.
- Existing repo context: raw and summary material preserves historical New Life / Ted Haggard / World Prayer Center / Peter Wagner / spiritual-warfare / New Apostolic Reformation evidence.
- Relationship label: donor and church-partner overlap with a historically important local charismatic / NAR-adjacent institution.
- Limit: do not infer current New Life governance, ideology, or COSILoveYou ideological adoption from this donor / partner record alone.
Anschutz Foundation:
- Direct COSILoveYou evidence:
2023 donor.
- Existing repo context: outputs link the foundation to conservative / Colorado Christian University donor infrastructure.
- Relationship label: donor overlap.
- Limit: the foundation is not itself treated here as a Christian-nationalist organization and no control relationship is shown.
Life Network:
- Direct COSILoveYou evidence:
2019 partner asset, 2022 archived community-partner sitemap, and current partner page.
- Outside context: Life Network describes four Colorado Springs pregnancy centers, free medical services and resources, abortion-recovery support using Biblical principles, and a mission to cultivate a community that values life through the love of Christ.
- Relationship label: community partner / local Christian pro-life institution.
- Limit: not enough by itself for a Christian-nationalist label.
This pass did not find direct COSILoveYou ties to Family Policy Alliance, Alliance Defending Freedom, Turning Point USA / TPUSA Faith, Patriot Academy, Truth & Liberty, Ziklag, National Association of Christian Lawmakers, Andrew Wommack Ministries, or Charis Bible College.
The sector-language in Yemi's City Gospel Movement page is relevant for later comparison because it says local churches and cultural leaders exercise faith and influence in every sector of society. The current source set does not establish Seven Mountains theology, dominionism, political-control strategy, or Christian-nationalist motive for COSILoveYou.
- Create / maintain COSILoveYou as the canonical organization page.
- Keep
City Gospel Movement as a model / network relationship unless stronger evidence supports a separate local legal entity.
- Do not create weak stubs for every church or donor.
- Update Yemi Mobolade only with links and refined COSILoveYou cross-references; avoid rewriting the Yemi page around this follow-up.
- Keep Focus, New Life, Anschutz, and Life Network as relationship scan items unless later passes materialize stronger entity pages.
- Can the direct
2024 Form 990 XML or image be recovered from IRS, ProPublica, or the organization's site? ProPublica rendered full text is now recovered, but direct IRS XML/image remains missing.
- Are COSILoveYou founding bylaws, Woodmen Valley fiscal-sponsor agreement, or founding-board roster publicly available? The Leadership Handbook is now retained but does not include the bylaw text its appendix references.
- Does the current partner page represent financial supporters, program collaborators, public endorsement partners, or a mix by partner type?
- Are there direct partner-owned records for Focus on the Family's specific COSILoveYou involvement?
- Do Life.Church, Manna Church, Life Network, Outreach, Thrivent, or other partners have publicly documented COSILoveYou grants, project roles, or governance ties?
- Does City Gospel Movements maintain a public directory entry for COSILoveYou with dates or metadata?
