The June 29, 2026 OpenFEC package compares Jessica Killin / Killin for Colorado and Joe Reagan / Committee to Elect Joe Reagan through a ZIP-filtered slice of 2026-cycle Schedule A rows whose contributor ZIP/ZCTA intersects El Paso County.
The source materially changes how local-support claims should be handled. A raw El Paso ZIP total is not the same as non-candidate local donor strength. Killin's all-receipts El Paso ZIP total is much larger than Reagan's, but most of that amount is candidate self-contribution money. Reagan's all-receipts El Paso ZIP total also contains candidate-sourced money, much of it classified as candidate loans. After candidate self rows and Killin's same-address / DATE surname household-proxy rows are separated, the two campaigns' non-candidate local ZIP dollar gap is far narrower.

This is a filer-reported ZIP/ZCTA proxy, not address geocoding.last_file_date 2026-06-28 and PRE-PRIMARY committee report posture in the package.413 rows / $609,926.50. Of that, 4 candidate self rows total $507,433.00; excluding candidate self rows leaves $102,493.50.8 rows / $521,433.00, including $507,433.00 candidate self and $14,000.00 non-self household-proxy rows. Excluding those rows leaves $88,493.50.266 rows / $215,764.51. Of that, 24 candidate self rows total $146,800.00; excluding candidate self rows leaves $68,964.51.6 positive non-memo candidate-loan rows total $145,000.00. The committee-totals endpoint separately shows candidate loans, while the source note cautions that candidate loans are not Schedule A contributions.$68,964.51 after excluding candidate self contribution rows because the package did not identify non-self household-proxy rows for Reagan.DATE surname rows are proxy labels for review. The source is a public-wording guardrail for CO-05 finance comparison. The safe finding is not that either candidate has or lacks local support. The safe finding is narrower: local ZIP comparisons must separate candidate self-financing, candidate loans, household-proxy rows, individual-only rows, and the ZIP/ZCTA method before being used in structural-civic scoring, op-eds, scorecards, or candidate comparisons.
The finding also prevents a category error. Candidate self-financing and candidate loans are campaign-finance mechanisms. Non-candidate itemized local donors are a different mechanism. A raw total that mixes them can make a local donor-base claim look stronger than the inspected source supports.
