Revenue Procedure 2026-6 gives states an advance-election route for 2027 before they submit an SGO list. It also says a state must later perfect the election by submitting its State SGO list under future guidance. If a state that made an advance election fails to submit the list by the deadline, no organization in that state would qualify as an SGO under Section 25F for calendar year 2027.
Notice 2025-70 is the main captured federal source for SGO requirements and state certification issues.
