David Randall is a Civics Alliance / National Association of Scholars standards advocate tied in the retained corpus to American Birthright's production, Civics Alliance's January 2022 Colorado standards comments, and later public messaging around Woodland Park's adoption.
The retained American Birthright PDF and Civics Alliance pages identify Randall in Civics Alliance / NAS roles connected to the model standards effort. The document and related Civics Alliance pages support his public-facing role in promoting American Birthright as a model standards document for states and school districts.
The direct Colorado State Board evidence is a January 2022 Civics Alliance / NAS public comment page addressed to the Colorado State Board / Office and signed by Randall as project director for Civics Alliance. That is a direct public-comment connection to the Colorado standards process.
The retained source layer does not yet show Randall privately corresponding with Debora Scheffel, Steve Durham, Joyce Rankin, CDE staff, or other state-board actors. Civics Alliance's October 2022 statement says NAS and Civics Alliance sent an open letter to the State Board after the American Birthright vote, but the linked letter text was not recovered in this pass.
Randall authored or was named on public-facing material celebrating Woodland Park's January 2023 adoption of American Birthright. Civics Alliance's Woodland Park page said the organization wanted to help the district devise curriculum fitting American Birthright and support Woodland Park in public opinion.
Reporting also quotes Randall discussing Woodland Park and arguing that Colorado districts can use American Birthright while meeting state standards. Those sources support public message flow and stated support intent. They do not prove that Randall drafted Woodland Park materials, privately advised the district, or directed the Helping Schools Thrive crosswalk.
Independence Institute hosted a February 2023 discussion with Randall about American Birthright, and Civics Alliance's affiliate page lists Pam Benigno / Independence Institute as its Colorado state-affiliate contact. This is a public intermediary pathway, not by itself evidence of behind-the-scenes influence.
Current sources support Randall's public-comment, authorship / leadership, and public-advocacy roles. They do not establish private correspondence, lobbying registrations, consulting contracts, draft review, curriculum authorship, or direct operational influence in Woodland Park.
