ACCEL Schools appears in the Jefferson Classical Academy application as the proposed daily operator / charter management organization. The intent-to-apply form names Accel Education as the education management provider and describes the EMP as a for-profit education management organization.
The application says JCA would be operated by a nonprofit board but managed daily by ACCEL Schools, which would employ staff and provide operational support including special education, curriculum, IT, and compliance services. The draft management agreement names Accel Schools Colorado LLC, a Delaware limited liability company, as manager.
The draft management agreement says the school would pay the manager an annual management fee of 15% of all state funds and 100% of all federal funds received for enrolled students, subject to exclusions for free/reduced lunch revenue, charitable contributions, transportation funding, and fundraising proceeds. It also describes separate fees for AMP/add-on services, computer equipment, and technology products/services.
The agreement gives the manager responsibility and authority over staffing levels, selection, evaluation, assignment, discipline, supervision, management, and termination of personnel needed to provide services under the agreement, subject to the agreement, charter contract, and law.
A separate retained Colorado Times Recorder source reports that Stephen Varela later pursued a Pueblo D60 charter-school proposal at the former Chavez Huerta Preparatory Academy site and identified ACCEL Schools as the proposed external manager. Treat that Pueblo lane as separate context, not proof of JCA approval, JCA operations, or Bennett involvement.
The current source set supports ACCEL as proposed manager in the JCA application and proposed external manager in a separate Varela Pueblo proposal. It does not prove that JCA was approved, opened, signed the draft management agreement, paid ACCEL, or that ACCEL had any relationship with Doug Wilson.
